Power up edition!

Spend a long time getting confused by colliders before settling on a much, much simpler solution. Next patch won't be until the weekend at the earliest.

fixes:
-FX volume control
-seperate powerup spawner (was piggybacking on enemy spawner)
-balance weapons so that cone shot is fun
